Can i add some code inside the <body>
such as <body ... ... ...> ?

You just put those HTML in your Look and Feel page -> Header -> Input your own Header HTML.

when i add the code
<script LANGUAGE=javascript src="bgm_system.js"></SCRIPT>
it become
<script></script>
How can i solve this problem?

I'm not sure... what does that javascript actually do to your site?

You can't add "bgm_system.js" unless you're using FTP, which you can't for xanga. I think you need to add in the whole URL. I don't know if that's the reason why it automatically changes.
