not really if you're somewhere new or if you need help or something...but if that person is talking to someone else and you go up to them and interrupt or act like you know them, then it's weird...

well it depends on what kind of people you talk to and the kkind of person you are. and it depends on what you are doing. like if you are just standing next to each other and randomly go "my dog died" or something, they would probably think you're some freak, i guess. i don't know, don't ask me.
