Well for months now my computer has trouble opening the control panel, and folders. When i try to the screen turns into my wallpaper with no icons and no start toolbar at the bottom. I've tried so many times to resolve this. Has this ever happened to you and how did you solve it? Is there anyway of resolving this instead of reformatting my whole computer?

Yeah, could be the memory. It doesn't sound like a virus, though.

well, when you have that problem, hit control alt delete
New Task> browse> my computer> your local drive (usally C)> WINDOWS> and double click on explorer.exe
that just gives back your icons, and the taskbar at the bottom
you might wanna get a virus and adware scaner

or just hit Ctrl, Shift m Esc. choose "file" -> "run", type in "explorer.exe" and hit ENTER.

I suggest you format yuor computer and take good care of it. Avoiding downloading anything from unreliable sources. Defrag regularly. Turn on pop-up blocker. do not open weird looking attachments especially with .exe extension etc.. etc.
