Sublinks, Quick ? Options

I tried messing with it to figure it out, but I can't. My question is: Can you get the sublinks to disappear after the person clicks out of it, or moves out of it, so just the basic links at the top can be seen?

Say you have:
[xanga] [yours] [me] [blogrings]

those are links, when you hover over them they have "sublinks"
Like, when you hover over Xanga it'll look like:

[Xanga]
Sign in - Sign Out - Membership (<--- sublinks)

and when you hover over [Yours] it'll look like:

[Yours]
look&feel - feedback logs - subscriptions (<---Sublinks)

I want to make it so when you click the page, that the sublinks that appeared when you hovered over "Xanga" for example will disappear
