For sure they would give you spoons, though I doubt they would give you forks.

Even in Chinese and/or Vietnamese restaurants, they usually have spoons and chopsticks for noodles and suck. Sometimes they have forks, it really depends. At this one vietnamese resturant I ate at, they only had chopsticks, and you had to ASK for a spoon for noodles. At another, I ordered this dish called com tam (steamed-broken rice) and they gave me a fork. I guessing because that dish had food that required eating with forks.
