?? Help PLZ soo confused!!!, want to make all links blur Options

I want to make all the links on my page do this:

Or in orther words I want them to blur. I know how to code individual links in this way, but I dont know how to code it in my CSS so that all my links do it. I have been working at it for ova an hour now and I could really use some help....
