how do u tint pictures in blue... like make it blueish kinda thing...

there is a HP program that does that. besides that, I have no idea.

Image > Adjustments > Hue/Saturation.
Once you do that a little screen will come up. Check the box on the BOTTOM RIGHT corner that says "Color". Move the HUE bar to mess around with the coloring. |

or you could create a new layer and fill it with blue, then change the layer mode to "color", like eve said.
