Hex colors, 'converting' |

I need to know how to 'convert' the 'hue sat lum' or 'red green blue' numbers to the hex color numbers. does anyone understand and can help?
 i also have a pic on paint and dont know how to get the color or hex code. i am so confused...

yes, but i have the color in a picture, but cant just pic it from the big colorful square thingy.
