Well.. what do you need help on..? Must be the banner if so..

First you should get Paint Shop Pro 7 or 8 or 9.. Or Photoshop 7 or 8.. one of those programs.. you can download them for a free trial.. than you can start going to google.com and put "[title of the program] tutorials".. than you can do some stuff with the program.. like that.. .. or you can use MS paint.. to put the text together..

my xanga.. when i try to fix it and make it somewhat like his... the black with th blue double line-outline thing around where his blog thingies go.. and the blue dates and stuff..

when i try that, my xanga goes to like default colors or somethign and doesnt do anything like his

You're using a stylesheet?
Put in double for the border properties. Some blue color for the color.
For the header, put blue for the word color and for the bg color.
Oh, and give it a specified height. (Height: 10px;)
For the modules, repeat that.
