Lets say that i want a celeb pic and there's like ppl in the background and i want to delete that part w/o erasing the celeb. I heard you have to use the magic wand tool and the pen tool...i tried but it still doesn't work for me...how do you use those tools perfectly?

The magic wand tools usually works for me. Just select the background and CTRL+X or you can right click > delete.
The pen tool you can do it perfectly, it'll just take loads of time to perfectly trace every pixel. |

or you could use the magnetic lasso tool..it kind of sticks to the image. or if you're really careful with the mouse you can use the lasso tool. and if you don't mind clicking a lot you can use the polygon lasso tool. those usually work the best for me.
