That is an animated gif. You have to make it using imageready or photoshop. If you dont have either of those, i think theres a script to just have images that change like every few seconds. Try looking at http://dynamicdrive.com/

You use ImageReady to make it animated and photoshop to do all the layout stuff. (It WOULD be easier). gET THE pictures you want and like use your marquee tool to select the place you want it to be. Then go to Edit -> Paste Into to keep the size the way you want it to. and yeah..
