Get an amination program and then look in the tutorials section.
There's a blinkie tutorial in there.

i've seen ones sorta like movies..how do you do that, do you have to make it play by like 1 tiny little movement at a time? i've also seen one with audio..

Yep. But you should go get a free trial of adobe photoshop (bundled with Adobe ImageReady) or Jasc Paint Shop Pro (bundled with Animation shop). Animation shop or imageready is what you use to make any type of animation graphic. You can also use flash mx or something, but idk how -_- But anyways d/l them and you just change something, and add a new frame and paste it to the new frame. That's what i do

You use an animating program like Adobe ImageReady or Jasc Animation Shop. Each frame is like a part of the animation. Like if for instance you would want 'Angel' blinking blue. In one frame you could make it blank and in the other frame you can make the word 'Angel' in blue.
You can download free trial versions of these programs at http://www.download.com (though they usually come with a program like Jasc Paint Shop Pro or Adobe Photoshop)
