You would have to use a pattern.
I'm not exactly sure but, I don't think PSP has patterns. |

to do the lines that go diagonal
you need to create a new 50x50 square the background needs to be black and then click on your paint brush tool then make sure the forecolor is white and then just click once in the square then go to your image and click on create new raster layer then click on the fore pattern and stuffy after that it gets confusing but if you want more in detail just pm me |

umm what i did was make a 1pxX1px [or the smallest it goes] [but for me it works better if its really small.] in photoshop then zoom in all the way it goes; then grab the pen tool and then make a diagonal line [one] going from the corner to the end.... and then when you want to put it over an image create a new layer ont he image you want to place it in; then on the page where the line is click select all ; where ever that may be then then go to anyof the menu bars and click define pattern; so then when you are at the image you want to put it on go to like edit>fill>pattern something like that; just look at all the menu things their are; your bounds to find it.
HOPE THIS HELPS! |

PSP -> Blind = scanlines
[ http://pixelfx.org/tuts/psp/how2patterns.html ] Except make a diagonal line with a transparent/white bg. |
