Disable Horizontal Scrolling?, Although the horizontal scrollbar is hidden, you can still scroll... Options

I've been using the code that hides the horizontal scrollbar and had thought that it disables all horizontal scrolling. However, my friend recently showed me that you can scroll horizontally on the layouts I do (quite a bit actually) by using the arrow keys. What I'm wondering is if there's anything I can do to fully disable horizontal scrolling or if there's just a problem in my coding that's causing this to happen. I'm currently in the process of making a layout for a band and use pretty much the same coding template for each layout, so I figure by looking at the coding of this one, someone could help me out. It's not that. The code you're using to disable horizontal scrolling only hides the horizontal scrollbar. It doesn't actually prevent people from scrolling to the right (or left).
