erm, why can't you? tell us some more about what happened... (i.e. you invited him, but he said no, or you're both too busy to hang out, or he's always with his friends, etc.).
But based on what you wrote so far, I would say just invite him to the movies, park, theme park, anywhere fun! I'm sure he won't mind going.

make plans with ur friends,and then invite him along, then later on make it one on one time .... either that or just ask him out on a date lol.

sometimes just arranging plans to be alone helps... Like to see a movie isnt really being alone with the guy, but when you plan activities like walking on the beach, or movie night alone at your house can give you those alone times... If you just wanna be alone with him, just plan accordingly
