I'm using paint shop...and a lot of my clients are hip hop artists and this is a popular look this my not be the best example because its so stretched out

Smart Blur or Surface Blur, or feathered Lasso Tool: select areas of the face you want to be plastic Barbie-like in appearance (forehead, cheeks, nose, chin), Gaussian Blur the f*ck out of it, and voila.
