That is just the base, I haven't even begun or thought about coding yet.
Tell me what you think.

I feel like you're going backwards a bit. While people were give you a lot of crap, you were improving. I remember you posting something months ago with that super bright red color on the text. It clashes with the dullness of everything else and doesn't help distinguish the words from the background. That color doesn't work with much, so it's best to avoid it all together.

The image quality is a bit low as well. The photos don't look very sharp, and there are little pixely areas.

It's alright, but it still doesn't seem very creative. I think the white border is a bit too white, if you get what I mean. Also, the type of scanlines you have aren't very attractive and the red doesn't really match. Try using a dark gray for the scan lines. Also, the banner looks pretty low quality and the fonts used aren't really good choices for that banner. Idk, it might not even be the fonts, just where they're placed. Get a little more creative; try something different instead of adding some borders, blending, brushes, text, and lines. :/

Change the fonts, pleeeeeaase. The red text is annoying and hard to read. The actual font is pretty boring, too. Same goes for the white text. Overall, it looks really plain and boring. Maybe do something better with a texture or add brushes since the blend isn't so strong either.

I just really don't like it.

I agree with everything that's been said so far.

You don't fix bad quality; you have to find photos with good quality to begin with.

There's not really such an easy way to do that but it involves like slight blurs and softening and some sharpening and blah blah blah. Yeah, just find high quality images. Try looking on Flickr, they usually have high quality photos there. wink.gif

Heres an updated version, added a texture, lowered the opacity of the scan lines to make them gray I think (I'm partially colored-blind).
And changed the color of the fonts.

The image quality still looks low, and I think the font could use some shadow.

Ehhh...it's still doesn't look much better. The only thing that is a bit better is the font color change. Don't lower the opacity of the red, literally change it to a dark gray. The texture also takes away from the image quality, try removing that. I think you should still change the font to something else, the typewriter style doesn't really fit in this layout. You should also consider using different techniques to display your images. It's also a good idea that you should make your banners so small. You should also think of changing up your background, try using something different like gradients or textures. The border isn't very appealing either, maybe you should try using something else for the border instead of a solid color. Maybe a pattern could make the border look a bit better and maybe even add a soft outer glow. :/ Just try changing up your style.

I personally think the font is fine. I'm not sure if a script font would work.

Honestly, I think you should just start over. The image quality is probably the biggest problem, and you're not going to be able to fix that easily.

I'm gonna start over with new hq photos.
So should I keep the font?
Should I use that texture?

I think the font is alright. Just because they said to change the bright red doesn't mean you stick to white. Try something different, maybe a purple or something. Match it with the colours in the layout. Also, the white text is hard to read against her skin in the bottom left corner. You may also want to play with the positioning/angles of the text.

Use whatever textures you want, but make sure they don't distract from the main image. Remember not to use any textures over a person's face, that's a big no. Try to stay away from scanlines. They get a bit cliche and overused.

I think your edit is better but it made your banner look worse as far as quality :/

I like this one a lot better than the first ones you made
but it's too bad this song isn't on riot
also, the lyrics are "it's a circle, a mean cycle" not "I mean cycle" haha

//edit
did you know her arm is cut off in the picture to the right?

Blending is awesome on this one. But yeah you erased part of her arm in the second image. The only thing I would change is the background because it's too busy, imo.

Alright, changed the song and fixed her arm.
I'm not going to change the background because it goes with the theme of the layout.
Here it is:
