What is the best/cheapest camera that you can buy that takes quality (worth putting in a banner) or high definition photos?

What size of banner?

For buying camera equipment, I do all my shopping at B and H Photo and Video. Google them, it will be worth it.

I am in advertising zone, I thought you meant a street banner or something you hand outside for advertising.

What's your budget?

To be honest 10 megapixels and up would work fine for you. This is a little over your budget, but would work fine. Just take your images at a low ISO, 100 being the best for the best quality. So you would need sunlight basically.
