buy a horrible camera and go to a dark corner and use the flash function.

Try using this tutorial:

^create these orbs on a different layer, &to tone down the tints, lower down the opacity of this layer.
OR, just use lighter more pastel colors.

Cut it out, guys. Seriously. Simple question and at least we should be THANKING the original poster for providing a picture example instead of attempting to explain it and not make any sense.
