Well, they could've done some coloring on the image using a blue-pink gradient and then the blended the image into the background. Also, they added a few brushes around the image and to make the image kind of look bright like that, they could've messed with saturation/contrast/brightness settings of the image. As for the text, it looks like an Emboss was done on it and then maybe a 2 pixel wide blue-pink gradient stroke was applied. There are a lot of ways to do it so just mess around with it.
