It's the Slice Tool. Used for image mapping, I think.
Reason for edit: DAMN. I am so slow lol.

its for image mapping and its helpful for taking the easy route to making a website. And Nat(ive given up trying to successfully spell your full name, lol) You spelled tongue wrong. haha.
