Vice President Biden threatens to "embarass" 10th Amendment supporters. Options

Vice President Joe Biden recently threatened to "embarrass" the governors of states who are opposed to the "strings" usurping the states authority that are attached to the stimulus plan.

Biden said to Good Morning America's Robin Roberts, "In some cases we can withdraw the money we can hold them accountable. And in other places we'll just use the television, the radio and the media to embarrass them for not doing what their supposed to do."

I think the Vice President is suggesting that the government can and will/would use some of the most viewed medium of information available to the American people as a propaganda tool to extinguish the dissent of a state trying to enforce the rights given to it by the 10th Amendment of the Constitution!
