Adding filters to images is kinda like "Design 101", you know? It's one of the first things you learn, and you think it's the coolest thing ever. Then a year later you realize it's tacky and pretty pointless.

The second is just selective blur on 15.

For a (first time?) gimp user, I would say something like this is expected for the reasons Gabie said. The second one is the better of the two.

the second one is very bright.
the first one is, i'll be honest, tacky

but if this is your first time working with stuff like this then i suggest checking out tutorials and keep playing around with it. keep trying!
