I don't think there is such thing as the BEST SOFTWARE. It really just depends on what you feel comfortable to and how long you've been using it.

IMO any photoshop between 7-cs4 are good. Paint Shop Pro (what ever the newer ones are called) is also a good program. Photoshop Cs3 is what I use now.

The one thing I don't like about Gimp is the UI.
I think Photoshop is much more cleaner and easier for the user's eyes |

You already have Photoshop, and luckily there are a TON of resources and tutorials for Photoshop. You have have to just look around on the internet.

This. If it was all docked together like Photoshop (Not Gimpshop, that's even worse), it would be the perfect program. I have never used photoshop. Only photoshop elements. Does gimp have the same tools as photoshop? And can it do the same stuff> Just differently. It is true its unfortunate there arent many gimp tutorials but ps brushes work for gimp. And i like gimp just cause im famliliar with it. |

Gimp has everything but the pen tool. But it's got the paths tool, which is close enough.

Exactly! I do realize that ps will always be better than gimp but for something thats free it can really get the job done.
It would just be a pain for someone moving from photoshop. |

I have paint shop pro, but it's the first photo editing software I was introduced to. I later tried photoshop, but I think I didn't like it because I was used to PSP.

I would recommend Photoshop CS4 which I use but that's really expensive, You can also try GIMP which is a free and very good program. For HTML/CSS I would recommend Notepad ++ which is also free. I am not a fan of Dreamweaver and I've used CS3 and CS4.

I would say photoshop is the best but picedit.us is a website that is like a mini version of photoshop. Its awesome for those quick edits to photos. But photoshop+dreamweaver is a good combination for making layouts and website designs.

GIMP is perfect for non-professionals. but, if you already have photoshop, don't bother getting GIMP. i downloaded GIMP to see what all the fuss was about, and there are many things different, but nothing different than what the average user would need.
what photoshop (cs4) has that GIMP doesn't: - out-of-box RAW image support - better sharpening control - better (and simpler) white balance control - better coloring options (full spectrum for hue, saturation & luminance) - fringe correction (both red/cyan & blue/yellow) - better red eye removal (you can adjust the size of pupils & how much you want darkened) - spot, dust and scratch removal - better brush control (sizing, spacing, more types, smoothing, wet edges, sporadic dabs, etc.) - more accurate selection & resizing tools - pen tool - snap-to guides i'm sure there are quite a few more, but that's what i got at a glance. like i said before, though, just because photoshop or paint shop pro or any others may be richer in features doesn't mean they're better programs than GIMP. what's best for you depends on what you need it for. |

Photoshop is also more stable than GIMP.
