Any specific way to get this style//effect?

An internet artist/friend made this, and i love this effect, and have no idea how to do it.

Here: http://www.createblog.com/tutorials/tutorial.php?id=218 for the b&w and having only the shoes color kinda thangg.

Thenn the stars kinda look like, to me, just like a picture of stars/galaxy/whatever with erased parts (perhaps something like this: http://phatpuppy.deviantart.com/art/Purple-Galaxy-98956184 ) put on lighten mode or soft light or something. Maybe some hue/saturation change to get another tint.
Well, they also could be brushes of stars ( something like: http://keren-r.deviantart.com/art/Stars-Brushes-25019039 ?) but it seems more like a stock to me moreso than a brush for some reason.

Oh, uh, I use Photoshop so I'm speaking only for photoshop hahah.

Yeah it seems like your friend isolated the color, added a texture on top, & erased most of it so that it only appears on top of the shoes. Very easy method. I'm sure the links Toby provided will help.

And I throb.gif your av/sig set; James Franco is love. :D

Thanks, i will probably keep this noted, and use those resources soon, or next time i want to do something new on PS. biggrin.gif

Yeah, ok, thank you guys for the help, i wasn't sure about the "star" things around the shoes, but everything else i was pretty sure i knew what was done, it just looks really nice.

James Franco is one of my favorite actors, I just saw Pineapple Express over the past weekend, and I loved the movie, so yeah, I made an Av and sig.
