HOW DO I MAKE THE SKIN LIKE THIS?

im asking how to make it look kinda cartton like that and im asking for that angel glow affect as well. n drama thanx fa tha tutorial ill try it out. <3

for the angelic skin, duplicate the picture and put GAUSSIAN BLUR - RADIUS: 2 and then set the LAYER MODE: LIGHTEN.

umm maybe it was:
duplicate layer
filter>noise>dust and scratches
and then play w/ the opacity in the blending options

Open file in PS.
Duplicate Layer- Set it to soft light or overlay. (Overlay gets darker/deeper colors, and it mostly looks nice with light-ish skin)

Duplicate bottom layer again, if it's too dark for your tastes, add a screen layer and change the opacity if it gets too light, etc.

Then, go to Filters > Blur > Gaussian Blur and just mess around with it until you get the effect that looks best.

The key to this is the Soft Light/Overlay layer, it makes the blur more visible, so I suggest always having it.

I got this by using the steps and messing around with the capacities some: http://i37.tinypic.com/sgldg6.jpg (I used a overlay and screen layer) And then afterward I blurred the arms and face around the mouth and eyes.

It could also be
Duplicate the layer
Gaussian blur to 3.0
Then set that new layer to multiply
