That's a horribly tacky image, IMO, but the overall color was done by overlaying a gradient over the original image and setting it blending option to something like...pin light... I don't know exactly, the best way to achieve a desired effect is to experiment. The "starbust" is either a striped gradient (if you right click on the gradient types you should be able to see it) or just an image/brush/pattern.

The picture consist of a pink and light blue grandient on top of the blended picture and a sun burst brush or texture and a shit load of brushes and textures and some text.

K, seriously. Stop posting at how tacky the picture is. If they want to learn how to create it, then by god let him post and learn. Seriously. Chill.

For the color it mainly consists of color layers. Blobs of blues and purples set to color, as well as maybe some curves thrown in there.

lol
but yeah there really is far too much going on but like everyone said tons of brushes, textures. blending also might have been pretty bad you be surprise with some heavy editing can do.

PLEASE avoid that damn stoke tool... it looks horrible in the image, same with the rough text. While i have to admit that the colors are pretty neat, the version of her at the top looks soo much better than the two on the bottom try to mimic the one on top.

rough pixeled text can be fixed by setting the anti aliasing on anything BUT none.

Yes, unfortunately it does go against that...but we can only teach one lesson at a time. The others you must learn on your own.

[/ of karate-kid-esque quote about how you must learn things by yourself
