Soft Effect?, How do I soften an image? |

How Do I do a soft effect shown in this image? Is It like Hard Light Or Softlight and lowering the opacity? I use Photoshop btw. http://i34.tinypic.com/k1b34j.png |

for that what i usually do is duplicate the image and then blur it a lot with the blur tool and then change the opacity
but thats usually what i do only for Manga scans |
