 lol  was wondering if anybody knows how to make this effect or knows a close effect or step to this i really fell in love with it thanks to anyone who helps.

What effect? Be specific.
If you mean by the brightness of the photo, you can probably get some kind of bright results by messing around with the contrast mode, curves, or levels. |

Looks like all they did was brighten it and put text.
*raises eyebrow* There are a lot of tutorials, look through 'em.  I have one, too, lol.
