if i download a photoshop plugin how do i use it on photoshop? how do i open it up?

In the program files for Adobe CS2, paste the plug-in file in the Plug-Ins folder. You could place it into one of the folders within the Plug-In folder but I don't think it's necessary. Restart Photoshop (or open it) and it should show up when you click Filter in the top menu.
