Looks like she just made a bunch of circles around a big circle using the ellipse tool, set the background to that pink tone, and then set a 15px border around it. It doesn't look too complex to me.

For the border:
1. Create a shape, either with the brush, pen, or shape tool. 2. Right-click that layer 3. Click "Blending Options" 4. Click on the Stroke Option at the bottom of the left hand pane. (Make sure you don't just check the box - actually click the words) 5. Adjust your color and width according to your tastes. |
