Spiral Background Pattern?

I've asked the makers of the pictures, and searched Google, but can not find anything on this.
Does anyone know how to make a background that's kind of like a spiral background pattern?
I'm trying to make this on Paint Shop Pro 8. If anyone has info, please let me know.
Thanks in advance and here is an example...It's used on the background of the default picture.

Those are not spirals. Those are called "rays."

Okay, I new that spirals wasn't exactly the right word for it but I couldn't think of what to call it.
How would I be able to make my own 'rays'?
