Those aren't textures. That's a combination of brushes on a blue background. There are several ways to do the rays coming out of her portrait, though.

From what I see, I spot splatter brushes and star brushes.
In Google, you could look up, "splatter brushes" and the like. You'll get a bunch of websites. |

I don't think so. Use the polygonal tool in Photoshop and make your own rays that way. Duplicate the layers several times so you don't have to draw it over and over, and then set a border for it. Place liberally.
