Wanting comment box, Not sure how and where to add what code? Options

I know it sounds dumb, but I'm using a div layout and want to add a comment space to my page. What code do I use and where do I put it?

The "About Me" section can go anywhere in the about me - the coding "I'd Like to Meet" section should go at the bottom of whatever coding you have (if anything) in the "I'd Like To Meet" section.
