how do i make like little bars thats comeout of the side of the screen when you make the mouse hover over it??
sorry im not sure how to say that

You mean a mouseover affect? I'm not exactly sure what you are trying to get across. Do you have a link to an example?

Or at least until we know it's an HTML question..

Well, You are talking about a website mouseover effect, correct?
You can't do that in a 2d program like Gimp - the only way to create that without HTML is to use a program like Flash.

Anyway... is there a better way you could describe it? Does this happen with you mouseover links?

like tabs and as u place ur mouse over it it opens up like a draw

can it actually be done in html??

can u make moving backgrounds with flash??
moving as in one area is moving such as a tv screen??

more like having like a clip or video playing as the background or part of the background

for example
ur background is a picture of a tv room with sofas and everything
and on the little tv screen in the bottom left corner of the screen is part of a movie playing or sumthin

sorry thats the best explanation i can come up with
is it understandible??

Are you talking about having a animated TV with something playing and when you hover over it, something else show up and it can take you to another location like an regular link?

I don't have a lot of knowledge of Flash, but I'm pretty sure that you can design what you want to accomplish in that program :)

Macromedia Flash is the general program that I think of to creative that.
