In Photoshop (or other image program) someone used a selection marquee and selected the entire picture, and took of screenshot so the marquee would show up too.

what I do is make a pattern by creating a new document 10x10 and fill it in with the diagonal squares matching. Then go to the layer properties and apply the pattern around the picture or something like that.. this isnt very clear so google it.. i got it off google.

Checker pattern =) you can go make one in photoshop.
Follow this: http://pootato.org/tutorials/photoshop/create-patterns/ but instead of that size use 10x10 px and make it look like this
