i'm assuming s/he used the pen tool. or s/he'sjust very handy with the brush tool.

I would like to think she used a Wacom pad...but in reality, just chalk that one up to the epic pen tool.

^ They drew it. Some of the shapes are lopsided, which is a common result from drawing shapes with the pen tool.

It just takes practice. Trruussttt me. After doing my million layer vexels, the pen tool is just..click click drraaaggg. It becomes method.
