Cookies are kept in special folder on your hard disk. The location of this folder depends on the version of Windows and whether or not you are using user profiles (accounts). If you have Windows Vista then the cookie folders are in these locations (note that on your PC they can be on other drive instead of drive C):

C:\Users\<username>\AppData\Roaming\Microsoft\Windows\Cookies\
C:\Users\<username>\AppData\Roaming\Microsoft\Windows\Cookies\Low\

Note, that you will have to change the settings of Windows Explorer to show all kinds of files (including the protected system files) in order to access these folders.

Ew f**k norton/mcaffee/any of that.
Just do it manually. CleanUP is actually a decent program but it goes and deletes all temp files.
It basically does what you do when you go delete cookies, delete temp internet files, do disk cleanup, etc etc.

I used to use Yahoo anti-spy to remove a lot of cookies, but that could cause counteraction between anti programs, so I'm not sure about that.
