This is probably a very simple thing that I'm just not thinking of, but how do you make the little stripes over the image?
 Thanks in advance :) ----EDIT---- Ok, so I figured out how to make a pattern, but it makes the image below it faded because of the opacity/fill level. Is there any way I can fix that? |

make a pattern of the stripes then:
paintbucket tool -> fill: pattern -> select pattern -> click on layer try this tutorial by xquizit [click] |

You should only be lowering the opacity of the layer with the striped pattern on it.

^ Yes, most definately, or set the pattern to "Soft Light" or to "Overlay".

so basically after makin da graphic u want, duplicate the layer then go to blending options nd click on the pattern overlay tab then lower the opacity
