how do you a picture have a border that looks like a polariod picture like this one?

You can pretty much follow this tutorial. Except when you are drawing the border around it you will leave more space at the bottom. Then if you want the whole "old-looking-ish" type effect you can just play around with brushes, and color overlays, etc. You can also not use white and maybe use a brownish color.
