It's something to fix a bug in Windows, like a security update. The bug is usually something that can be exploited by hackers and poses as a security threat.
This one had something to do with cursors, I think.. |

Windows emergency patches are what make microsoft operating systems actually ... well ... operative. At least until another emergency patch needs to be released.
