For that particular example, a combination of photographic techniques and post image editing were probably used.
Anyhow, for a "blur" effect similar to that using Photoshop, grab out your image, head to the tool bar, and go Filter > Blur > Radial Blur, and I'd assume you'd want to go with "Zoom." Play with the adjustments. |
