Oh, well, are you sure she uses Photoshop? It can be done on both, I'm sure, but I only know how to do it in Paint Shop Pro. Do you have that?

open up a pattern from any pattern site in photoshop(squidfingers is good)
go to edit - define pattern. now, i don't actually have ps, but i assume theres some way to choose to use the pattern, and...paint with it. |

Scroll down to the ones about diagnol lines. But since you want thicker lines, make your canvas larger and draw a thicker line. Then define it as a pattern as Mulder suggested.

I would personally just apply a thick diagonal pattern to a solid background color (and perhaps merge the two layers) and go from there.
