DA has nice splatter brushes, and you can search for arrows too.

I couldn't find the exact one but I'll keep looking here's some though, there are plenty that are similar. http://search.deviantart.com/?search=splat...;section=browse I haven't found a arrow really similar but you can make your own if you just want that arrow:
