It means she looks different. It could be good, and it could be bad... it's just curiousity. There is just as much a chance that you could be staring because she's ugly, fat, skinny, retarded, or unique as there is staring because she's hot and sexy.

Well...I'm not a guy, but when I stare at a girl, it's usually because she's really pretty or she has interesting attire. Either that or I'm wondering where I know her from.
