I believe you can use the pen tool to create that.

^I don't have PSP or anything, but don't you still have basic brushes? All you have to do is just use the brush tool a little circle one and just make the dashes your self and you can save them as your own brushes...

that picture was definately done with a pen tool cuz i tried it myself. but if probably wont take toooo long but remember to seperate the brushes so its not just one line
