I was looking at my cousins friend's myspace and I loved the way her pictures looked. It kinda looks photoshopped but kinda not. I can't tell if its just her camera or what but if anyone knows a tutorial for acheiving this look please let me know

It's probably just where she took it, the lighting, the setting, etc.
you CAN do something like that in photoshop. probably by making a new layer, and set it to "soft light" and then going over it with a light blue brush. OR you can mess with the hue/saturation, and turn the saturation down a little bit. |

it also depends on the focus. if it's focused on nearby objects or far away
