Assuming you mean a repeating background pattern on a webpage, the coding would be:

no i mean in psp. how do i make the canvas tiled withthe pattern i want?

Okay, I wasn't sure since you stated "page."
Follow this tutorial, but instead of overlaying the pattern layer, set it as your base on a large image canvas. |

get the pattern you want then use the flood fill on the canvas.
