Well you can test them out http://www.adobe.com/products/dreamweaver/ and http://www.microsoft.com/office/frontpage/...o/overview.mspx

To answer your question:
QUOTE
While you can create your own templates, Dreamweaver MX 2004 also allows you to create new pages based on pre-designed templates. You can also easily use templates from any site in any other site. FrontPage templates will not work in Dreamweaver MX 2004.
--------------------
Dreamweaver Templates allow you to better manage the overall design of sites by separating page content from page design. By defining editable areas on a page, you can restrict changes that can be made to the layout of a particular HTML page. Content contributors can then add and edit content in these editable regions without compromising the site's design. Moreover, changes can be made to the overall design of the site quickly by revising the template file directly.

(taken from their faq.)

I use dreamweaver sometimes and I recommend it.

I don't design for people so I don't charge. You can find sites around the web that will do that for you and that have their prices. You can pretty much google and find those places.

Hmm. Notepad is my weapon of choice. Dreamweaver is still good. The thing about notepad being too hard or too annoying, remember this. Good things don't come easy.
