I have psp7 and ps 7 and i was wondering how do you outline a brush and is there a way you can do it in psp?

It depends on what sort of brush you're outlining. Generally, if your brush is very dark, you can just apply a stroke in PS. If it's lighter, you can try selecting the brush ... Although I'm not so sure how that will turn out.

like what reili said you can stroke the brush or you can press ctrl+click on the layer the brush is on the click edit and go down to stroke you can stroke it that way too
